Europe is in what many are calling a “permacrisis,” a state where policymakers and institutions are forced to jump from one crisis to the next. The COVID crisis has given way to the war in Ukraine, a cost-of-living crisis, charges of democratic backsliding — the list goes on. And the climate crisis remains perhaps the most pressing issue of our time. So in dealing with multiple crises at once, Europe finds itself at several crossroads. In our reporting, we aim to lay out some of the choices faced by politicians, activists and institutions across this continent, with reporting from the cities pictured below.
